Rider vs Rider is a good theme to use mainly because it gives the sense that not all riders are part of the good guys and suchlike. kabuto's fights were not all that random. You want random fighting, go for Kamen Rider Hibiki. Now THAT was random.

My favorite series after Agito, other than 555, would be Blade, because the riders aren't up at each other's necks over a damn cooking contest.
At least Kusaka's troubled jackass personality brought something interesting to 555.

Dude, the foes doesn't even HAVE to be "retarded". Just look at Agito where they have some sort of intelligence.
Not to mention the writers of having the riders fight for NO damn reason now. Just look at Kabuto.

Rider vs. Rider isnt over used
in fact, it makes the viewers see Fight scenes in different perspective unlike heroes versus enemys which gradually make the hero winner and the foe loser.
