no - the game ends if u dont shoot him in the head. it says true veterans dont use flesh wounds, they use headshots. so it only works if u get a headshot

try shooting the legs, then he will stand back a let the vip go ..and thats when you quickly kill him,is really easy.

I've played this tens of times through, it's just so good a level. Once you get it through you can complete it quite easily again.
