A- this has great potential for cybernetic implants for amputees. B- they're already doing similar things to rats. C- because they electrical shock is so small, it wouldn't be anymore painful than the electrical charge created by your brain. This isn't about how to control another creature, but how does the brain work with the body and how can we use this to improve our quality of life.
