Well, he left out these likely candidates:
Steel framework with a curtain wall facade- eliminating massive foundations and 10 foot thick brick walls at the ground floor.
Electricity- early elevators ran on steam, engines- limited in many way.
Bessemer's invention with processing steel which made steel structures cheap and mass produceable.
Lastly, I would add steel piles and pile drivers to drive them to bedrock for foundations.

The narrator is wrong. Burj Dubai is estimated to be 800 meters. He said it is nearly half a kilometer tall(near 500m).
